The Prime Minster of the Hungarian Republic established a National Quality Prize with it 3/1996. (VI.19.) order for reconizing the activity of the farmer enterprises which show outstanding results in the quality management.
The Natinal Quality Prize can be won through tenders and it is distributed to small, middle and great farming and servicing companyies every year in 4 cathegories in the Parliament on the day of the quality.
Like in the case of the European coutries, the NATIONAL QUALITY PRIZE established in 1996 is based on the requirement system of the European Quality Prize.

The model of the National Quality Prize

During the elaboration of the tender the farming companies will have an opportunity to make a self-evaluation appropriate to the reqirements of the Europen Quality Prize which suits to a uniform criteria system, to reveal the strong and weak points of the company and to determine the areas to be developed. The applicant can evaluate the satisfication of the customers and the workers, the effect made on the society and the business results through the facts that how the leadership manages the different processes and human or other resources based on what kind of business politics or strategy.
The 9 main criteria in the model belong to 2 groups – the capabilities and the results crtiteria groups. During the evaluation of the capabilities the evaluators search for an answer how the company eaches or reached its result. During the evaluation of the results they examine what the company reached. The capabilities and the results have the similar importance in the model, the customer satisfication has the greatest value among the 9 criteria with the maximum 200 points.
The self-evaluation helps to identify the strong and weak points of the company, to determine the most important areas of the company to be developed and it helps to determine the directions of the improvement according to a comparison with the accomplishment of other companies.
The most important aspect of the evaluation is the 3 basic principles of the quality management: the customer-orientation, the continuous development and involving the workers into the improvements. According to the feedback of the independant evaluators the applicants are given an objective picture about the main features of the company strategy, and the opportunities of the further development. The National Quality Prize Committee established with 15 members due to the prime minster’s order gave places to the representatives of the industrial, the science and the touched ministries, the economic and professional chambers, and the professional interest protectional organizations.
The evaluation due to the national practice - is made up of the following stages:

The private evaluation of the tenders
Independantly from each other the evaluators rate the tenders privately, that is they punch the tender due to the given sub-criteria, and they formulate strength, areas to be developed and questions for every sub-criteria.

The grouped evaluation of the tenders
The members of the evaluation group discuss the given points, the determined strenght, the areas to be developed and the emerged questions. Relative to the points the evaluation group have to make a consensus after which the groups select the 2-3 probables in every cathegory where they keep a field survey.

The field survey
The primarily goal of the field survey is to make sure about the correctness and practical usage of the data, facts and informations shown in the tender. Thosee new informations promoted during the survey cannot taken into account which are not shown in the tender.

Final evaluation, the selection of those who are proposed for the renumeration
After the field survey the evaluation group makes the final evaluation and the summary material for the National Quality Prize Committee. According to the suggestions of the Committee the industrial, commerce and foreign minister advances the winners of the National Quality Prize for judgement before the Prime Minister.

The evaluators make a feedback for the applicants in case of every tenders which are accepted in form and content.

The interest towards the prize is shown by the fact that 35 enterprises applied for the National Quality Prize in the first two years. The professional success of the National Quality Prize in 1996 and 1997 proved that the prize is a significant motivation force in the further level increase of the companies’ quality developing system. With the establishment of the National Quality Prize an aspect change and the establishment of a new, high-level quality culture could start in Hungary.
